Accounts that have some sort of technical issues are listed here.

Unused accounts- If it's been unused for a long time, you may want to remove it as it could be dormant.
Duplicate names- You should make sure that each person only has one account. For example, if you have an assessor that needs a portfolios as well, upgrade their existing account rather than giving them a new Student with ePortfolio account.
